I finally got a chance to play with FreeDV on 2 computers and radios at home and I can verify that it definitely works. The setup was relatively easy as long as you have a USB audio-radio interface or if using Vox from PC's onboard soundcard you'll need a 2nd sound card.
First off Jump over to freedv.org and download the desired installer (about half way down the page)
Once installed Plug radio & interface or 2nd sound card into the PC and Open windows Soundcard Options. The radio is connected, in and out, to the USB soundcard and we will be talking and listening through the PC's built in microphone and speakers. I labeled them accordingly by right-clicking->properties. name is at the top and can be changed
While you're in the properties of each sound playback device navigate to the enhancements tab (if applicable) and ensure "Disable all enhancements" box is checked.
navigate to the recording devices tab and rename them appropriately then click OK. We will most likely need to come back here to adjust volumes and microphone input levels later
Open FreeDV
Open FreeDV and go to Tools->Audio Config...
Setup the Receive Sound Cards (Radio input for digital audio on top and PC mic for voice input on bottom)
Go to the Transmit tab on bottom and setup the Microphone for voice input (CPU Microphone) on top then click Radio Digital audio out on the bottom section (USB Radio Out on mine) then click OK
Now go to Tools-> PTT Config and configure your PTT method (Ignore this step if using VOX or Signalink) and click OK. Feel free to test it out first
Pick a digital mode on the right then click Start. Also ensure squelch is no more than -3 if checked.
You should be ready to send and receive FreeDV digital Audio. You can click the PTT to begin transmitting and press it again to stop transmitting. Alternatively the Space bar triggers PTT on/off
